Vì vậy, để nhà đầu tư có thể thu hồi vốn đầu tư ban đầu thì ngoài chi phí điện năng tiết kiệm được thì nhà đầu tư còn cần phải được Nhà nước thanh toán cho khoản kinh phí tiết kiệm được từ nguồn chi hàng năm dành cho việc duy tu, bảo dưỡng hệ thống đèn
