Human resources: the quality of the inputs of labour, i.e., skill, knowledge and discipline of staff labor is the most important factor of the economic growth of a country. Most of the other factors such as capital, technology, raw materials may be purchased or borrowed the manpower but can hardly do the same thing. Factors such as machinery, equipment, materials or technology can only promote maximum efficiency by a team of qualified labour, culture, health and labour discipline. Practical study of the economy following the devastation of World War II showed that although most capitalism is destroyed but the high quality human resources can still recover and economic development in a spectacular way. An example is Germany, "a large amount of capital of Germany was destroyed in the second world war, however the human capital of Germany's workforce still exist. With these skills, Germany has recovered rapidly after 1945. If no human capital will never have the miracle of post-war Germany.
