Mục tiêu cuối cùng của thuế quan hóa là cải thiện những tín hiệu đối với phân bổ nguồn lực ở Vietnam. Lợi ích của thuế quan hóa sẽ tăng lên nếu như có thêm những tiến bộ trong việc bãi bỏ dần các cản trở đối với phân bổ nguồn lực. Điều này có nghĩa là hợp lý hóa việc kiểm soát giá cả.
Chính sách cải cách bổ sung liên quan đến các cản trở trên thị trường các yếu tố sản xuất. các nguồn lực quan trọng hiện đang được khai thác sử dụng trong các doanh nghiệp nhà nước. CIE xác định một số chính sách giúp cải cách thị trường yếu tố sản xuất và cải cách doanh nghiệp nhà nước. các cuộc cải cách đang tiến hành là nhằm nâng cao hiệu quả và quản trị của khu vực này và do đó sẽ giúp đất nước nhận được nhiều lợi ích hơn nữa từ thuế quan hóa.
