- Mục tiêu tổng quát của Chương trình phát triển đô thị loại II (Các đô thị xanh) là từng bước thực hiện việc xây dựng kết cấu hạ tầng đô thị theo Quy hoạch chung đô thị xây dựng đã được Thủ tướng Chính phủ phê duyệt tại Quyết định số 1883/QĐ-TTg ngày 26/10/2011 nói chung và từng bước hoàn thiện hệ thống xử lý nước thải thành phố Vĩnh Yên, hệ thống hạ tầng của khu đô thị đại học nói riêng; Góp phần xây dựng thành phố Vĩnh Yên trở thành một thành phố xanh có kết cấu hạ tầng kỹ thuật, hạ tầng xã hội theo hướng hiện đại, gắn phát triển kinh tế với mô hình tăng trưởng xanh. Đặc biệt là tạo ra một không gian, vành đai công viên cây xanh phục vụ chung cho cộng đồng dân cư và cải thiện môi trường cảnh quan cho đô thị; Giảm nguy co ngập úng, ngập lụt cho thành phố Vĩnh Yên thông qua việc cải tạo hệ thống sông Phan.
