Lý do các chữ ký trong Hợp đồng bán hàng/Invoice/Packing List không cần hợp thức hoá lãnh sự vì căn cứ theo Luật Hải Quan số 54/2014/QH13 ngày 23/6/2014 do Quốc hội ban hành và Thông tư số 38/2015/TT-BTC ngày 25/3/2015 do Bộ Tài Chính ban hành hướng dẫn quy định về thủ tục hải quan, kiểm tra, giám sát hải quan đều không quy định về việc hợp thức hoá lãnh sự đối các chứng từ nêu trên.
