Tiếp theo các văn bản của Liên danh nhà thầu số 074/BĐH-CW3A/4A ngày 20/05/2015; số 100/BĐH-CW3A/4A ngày 25/07/2015 liên quan đến công tác giải phóng và bàn giao mặt bằng, đến nay mặt bằng thi công chỉ mới được bàn giao cho Liên danh Nhà thầu khoảng 2,3Km/6,4Km (theo biên bản bàn giao) cho cả hai gói thầu, trong khi thời gian thực hiện của Gói thầu đã quá 30% thời gian Hợp đồng kể từ ngày khởi công. Hơn nữa, thực tế tại các đoạn (10 đoạn) đã bàn giao trên hiện vẫn còn rất nhiều các vướng mắc về bồi thường các hộ dân, các tổ chức và thiếu chiều rộng mặt bằng mái ta luy nền đường gây rất nhiều khó khăn cho công tác thi công trên thực địa của Liên danh Nhà thầu.

Tuy nhiên, với tình hình giải phóng mặt bằng hiện nay của dự án, Liên danh Nhà thầu đã tiếp tục bị ảnh hưởng nghiêm trọng tới công tác huy động thiết bị, nhân sự và vật liệu để thi công dự án. Nhằm giảm thiểu các tổn thất gây ra cho Liên danh Nhà thầu do các vướng mắc về mặt bằng nêu trên, Liên danh Nhà thầu kính đề nghị Quý Ban hỗ trợ làm việc với địa phương để cung cấp cho Liên danh Nhà thầu kế hoạch về công tác giải phóng và bàn giao mặt bằng của hai Gói thầu CW3A&CW4A. Căn cứ vào kế hoạch giải phóng mặt bằng trên, chúng tôi sẽ cập nhật chương trình hành động chi tiết cho thời gian còn lại của Dự án để gửi Quý Ban, nhằm tạo điều kiện thuận lợi để các bên phối hợp công việc một cách hiệu quả, đáp ứng tiến độ chung của dự án.
