Mô hình Cánh đồng lớn đã được thí điểm, khẳng định và nhân rộng theo chủ trương của Bộ Nông nghiệp và PTNT. Đây là xu thế tất yếu của sự liên kết sản xuất và tiêu thụ sản phẩm, là giải pháp thiết thực nhất cho sản xuất nông nghiệp theo quy mô lớn. Với phương châm “Nông dân nhỏ nhưng cánh đồng lớn” sẽ hình thành những vùng nguyên liệu lúa chất lượng cao cho tiêu dùng nội địa và xuất khẩu. Huyện Triệu Sơn là một trong những huyện của Tỉnh Thanh Hoá đang triển khai thực hiện mô hình cánh đồng lớn, bước đầu đã đạt được những kết quả đáng ghi nhận. Bên cạnh đó, mô hình cánh đồng lớn còn bộc lộ nhiều rủi ro, bất cập và tồn tại một số hạn chế. Vì vậy, tôi đã chọn đề tài: “Giải pháp phát triển cánh đồng lớn trong sản xuất lúa tại huyện Triệu Sơn, tỉnh Thanh Hoá”.
1. Mục tiêu nghiên cứu
Trên cơ sở đánh giá thực trạng, tiềm năng, các yếu tố ảnh hưởng đến việc thực hiện các giải pháp phát triển cánh đồng lớn trong sản xuất lúa; từ đó đề xuất các giải pháp phát triển cánh đồng lớn trong sản xuất lúa tại huyện Triệu Sơn, tỉnh Thanh Hoá.
2. Phương pháp nghiên cứu
Thông qua các phương pháp thu thập số liệu từ các phòng, ban thuộc UBND huyện Triệu Sơn, và phương pháp điều tra, phỏng vấn trực tiếp các hộ nông dân của 3 xã (Thọ Bình, Đồng Tiến, Vân Sơn); Cán bộ cấp huyện, xã, HTX nông nghiệp và một số công ty hoạt động trên địa bàn của 3 xã (Thọ Bình, Đồng Tiến, Vân Sơn).
3. Kết quả nghiên cứu
- Cánh đồng lớn mới thực sự mang đến nhiều lợi nhuận cho các doanh nghiệp cung ứng các dịch vụ đầu vào như giống, phân bón, thuốc BVTV. Chưa có doanh nghiệp tham gia vào tiêu thụ sản phẩm một cách liên tục.
- Mối liên kết “bốn nhà” trong mô hình sản xuất cánh đồng lớn mà cốt yếu là mối liên kết giữa nông dân và doanh nghiệp trong tiêu thụ sản phẩm chưa chặt chẽ, lỏng lẻo, thậm chí có nơi còn chưa làm được.

- Cánh đồng lớn tại huyện đã được mở rộng, phát triển đều đặn qua các vụ cả về diện tích, số hộ, sô xã tham gia, số cánh đồng. Tuy nhiên, cánh đồng lớn ở Triệu Sơn sẽ không chỉ dừng lại trên cây lúa mà còn được nhân rộng sang các loại cây trồng khác như: rau, ớt và mía.
4. Kết luận
Các giải pháp phát triển cánh đồng lớn trong sản xuất lúa đã và đang được thực hiện tại huyện Triệu Sơn có hiệu quả. Trong thời gian tới, cần tiếp tục thực hiện đồng bộ các giải pháp đặc biệt là giải pháp về mối liên kết, giải pháp về tiêu thụ sản phẩm và thông tin thị trường, giải pháp về mặt kỹ thuật, giải pháp về tuyên truyền vận động. Bên cạnh đó, có các chính sách về đất đai và đầu tư cơ sở hạ tầng.
