Theo như bảng trên thì trong kế hoạch 5 năm 1976- 1980 di chuyển 4 triệu khẩu, 1,8 triệu lao động đi khai hoang, mở rộng diện tích 1 triệu ha. Nhưng trong thực tế chỉ di chuyển được 1,5 triệu nhân khẩu với 0,55 triệu lao động. Rõ ràng đây là một kế hoạch hoàn toàn không có căn cứ thực hiện, con số đưa ra quá lớn, chủ quan duy ý trí, không tính được hết những điều kiện của nơi tiếp nhận, không sát thực tế.
Sang giai đoạn 1981- 1985, theo kế hoạch di chuyển 1 triệu khẩu với hơn 0,4 triệu lao động nhưng số thực tế lại vượt quá chỉ tiêu. Số khẩu thực tế di là 1,3 triệu người với 0,59 triệu lao động. Điều này chứng tỏ kế hoạch di dân đã bám sát thực hơn, tránh được tình trạng mục tiêu đề ra quá cao, thiếu căn cứ khoa học như trong giai đoạn trước. Một nguyên nhân khác khiến cho số lượng người di dân tăng cao hơn kế hoạch là trong giai đoạn này, nền kinh tế đang gặp nhiều khó khăn, đời sống của nhân dân rất thấp. Chính vì vậy, họ muốn di cư đến những vùng đất mới làm ăn sinh sống, cải thiện cuộc sống còn nghèo nàn do vậy bắt buộc họ phải làm lại từ đầu.
Hướng di dân chủ yếu trong giai đoạn này bao gồm 3 hướng chính: Bắc- Bắc; Bắc –Nam; Nam-Nam.
