Nguyên tắc trật tự này chỉ ra nhu cầu của con người cần được đáp ứng từ nhu cầu thấp nhất đến các nhu cầu cao hơn. Một khi một nhu cầu đã được thỏa mãn, nó sẽ không tạo ra được động lực cho cá nhân, mà nó chỉ có động lực đối với nhu cầu chưa được thỏa mãn. Khi nhìn vào tháp nhu cầu của Maslow, ta sẽ thấy được chúng được tổ chức nhu cầu sinh lý cơ bản (như không khí, thức ăn, nước uống…). Nói cách khác, theo tháp nhu cầu của Maslow để tạo động lực cho một người với các nhu cầu cao, các nhu cầu dưới nó phải được hài lòng
