PV Power NT2 is the owner of Nhon Trach 2 – 750 MW Combined Cycle Power Plant Project which is located at Nhon Trach District, Dong Nai Province and uses natural gas source explored in Cuu Long basin. The completed plant shall produce 4 billion KWh electricity to the national electricity grid annually. This plant successfully completed on 16 October 2011 once the PAC for the combined cycle was issued, achieved 15 days earlier than contractual milestone.
Some of my main activities at Nhon Tract 2 CCPP as owner’s civil engineer can be summarized as follows:
• Site clearance and compensation package (total 45,25 ha and 57 households to be cleared away): Coordinated and called the local administrator to speed up the site clearance and compensation. This work lasted about 6 months and entirely finished in July 2008 which 45,24 ha of unoccupied ground handed over to the owner.
• Site backfilling and leveling package (about 1 million cubic meter of filling sand was used): Commented, appraised and approved the detail design of site dredging package. Engineering solution and estimated volume under close control would help to save the cost properly. I also participated to supervise the filling work on the site and contractual control. This work completed in December 2008 (3 months) and officially handed to the Owner/EPC Contractor in April 2009, sooner than expected and saved the cost about 10% in comparison with contract’s price.
• Nhon Trach2 CCPP - EPC contract
As owner’s engineer and then deputy manager of civil department, I covered almost the technical of the civil work including soil improvement (lot 4, by PVC)
- Bidding assessment (international bidding), coordinated with Poyry’s Energy (owner’s technical consultant) to assess and clarify the civil work and soil improvement proposal and its deviations.
- Coordinated with Poyry to review, comment and approve all civil engineering documents (detail design, calculations, survey reports, testing reports, method of construction, QA/QC procedures, HSE procedure, project time schedule, etc)
- Reviewed, commented and appraised the Soil Improvement Work technical design (verified by Institute of Building Science and Technology) which applied vacuum pre-loading, an advance technology that not only shorten the time of soft soil consolidation but also control the quality properly.
- Commented and approved all temporary facility items and then supervised the construction of those.
- Approved the appropriate method of pile installation which should minimized the vibrating affect to Nhon Trach 1 Power Plant under operating.
- Approved the method of massive concrete pouring for turbine foundations which used cooling pipe system inside to control the thermal producing during the cement hydration to minimize the crack producing.
- Participated all weekly meetings with EPC Contractor and Owner’s consultant to solve the difficulties and obstacles arisen during the implement stage.
- Coordinate with Poyry’s Energy and other teams to control the project time schedule, reviewed, commented and approved as - built drawings, QA/QC documents and acceptance protocols.
• The hostel 12 floors high-rise building for the power plant’s operational staffs.
- Reviewed, commented and approved the detail design;
- Bidding proposal’s assessment, negotiation, contractual accomplishment for designing work, construction and installation package and construction supervising consultant package.
- Reviewed, commented and appraised the detail design for the piling and foundation, structure and architect and other facilities;
- Participated the site supervisor as owner’s engineer for quality, safety, time schedule and quantity (cost).
- Called up the coordination among the owner’s engineer, supervisor’s engineer and the contractor to speed up the construction work, conducted weekly meeting on site.
