Theo Luật du lịch Việt Nam tại mục 2, điều 4: “Khách du lịch là người đi du lịch trừ trường hợp đi học, làm việc hoặc hành nghề để nhận thu nhập từ nơi đến”. Khách du lịch bao gồm khách du lịch nội địa và khách du lịch quốc tế.
