Nhà nước Việt nam đã tạo nhiều điều kiện thuận lợi cho các doanh nghiệp sản xuất xe máy phát triển như: giảm 50% thuế VAT đối với xe máy, xe môtô 2 bánh và 3 bánh có dung tích xi lanh trên 125 theo chương trình kích thích cầu tiêu dùng của chính phủ, nâng cao năng lực các Trung tâm nghiên cứu và phát triển để tự thiết kế được các loại xe thông dụng và một số loại xe cao cấp. Theo báo cáo do Uỷ viên đoàn thư ký kỳ họp Quốc hội Dương Thu Hương có 342/396 đại biểu Quốc hội yêu cầu không đánh thuế tiêu thụ đặc biệt với xe gắn máy. Vì vậy, dự thảo Luật sửa đổi, bổ sung một số điều của Luật thuế Tiêu thụ đặc biệt đã loại bỏ mặt hàng này.
