Cục Điều tra chống buôn lậu là đơn vị trực thuộc Tổng cục Hải quan, có chức năng tham mưu, giúp Tổng cục trưởng Tổng cục Hải quan quản lý, hướng dẫn, chỉ đạo, kiểm tra các đơn vị trong ngành hải quan và trực tiếp tổ chức thực hiện công tác thu thập, xử lý thông tin nghiệp vụ hải quan; thực thi bảo vệ quyền sở hữu trí tuệ, chống hàng giả trong lĩnh vực hải quan; phòng, chống buôn lậu, vận chuyển trái phép hàng hóa qua biên giới (gọi chung là kiểm soát hải quan); phòng, chống ma túy trong phạm vi nhiệm vụ, quyền hạn được giao và theo quy định của pháp luật.
