Mục đích là nâng cao hiệu quả hoạt động quản lý Nhà nước; nhất quán, đồng bộ trong việc thiết lập kỷ cương trật tự trong lĩnh vực giao thông vận tải, quản lý đô thị, đặc biệt là việc giải quyết các tồn tại của đô thị do ý thức chủ quan như lấn chiếm lòng đường, vỉa hè; lấn chiếm đất đai, xây dựng trái phép; quảng cáo trái phép; không tuân thủ luật giao thông. Yêu cầu đặt ra cụ thể là xây dựng nếp sống văn minh, giữ gìn trật tự an toàn xã hội; nâng cao ý thức trách nhiệm của đội ngũ cán bộ, công chức thực thi nhiệm vụ.
