Luật cũng bổ sung quy định về yêu cầu giám sát của cộng đồng trong quá trình lựa chọn nhà thầu và thực hiện hợp đồng, bổ sung trách nhiệm về giám sát của người có thẩm quyền, cơ quan quản lý nhà nước về đấu thầu, đồng thời quy định rõ trách nhiệm của cá nhân đối với từng hoạt động trong quá trình đấu thầu để có cơ sở quy định chế tài xử lý vi phạm tương ứng với từng hành vi vi phạm.
