Phát triển hình thức Hợp tác Nhà nước – Tư nhân (PPP) để bố sung vào nguồn vốn ODA trong xây dựng cơ sở hạ tầng. Như hiện nay, trong lĩnh vực xây dựng hạ tầng giao thông cần hàng chục nghìn tỷ đồng mỗi năm; nguồn vốn chủ yếu từ vốn ngân sách Nhà nước, trái phiếu Chính phủ và vốn ODA. Tuy nhiên số tiền đó cũng chưa đáp ứng với nhu cầu xây dựng mới, nâng cấp cải tạo hệ thống giao thông phục vụ cho phát triển kinh tế - xã hội, trong khi xu hướng cam kết vốn ODA sẽ giảm dần thì phát triển hình thức đầu tư có sự tham gia của lĩnh vực tư nhân vào phát triển cơ sở hạ tầng là cần thiết trong thời gian tới.
