Trong những năm qua tỉnh Thừa Thiên Huế đã quan tâm tăng cường công tác quản lý Nhà nước về đất đai. Việc khai thác sử dụng đất hợp lý đã góp phần rất lớn cho những thành tựu mà Tỉnh đạt được cả về kinh tế và xã hội. Do đó đất đai là tài sản đặc biệt, các quan hệ về đất đai rất phức tạp, chính sách về đất đai đang từng bước được hoàn thiện cho phù hợp với tình hình mới, nhận thức của người dân về quyền sở hữu đất đai không giống nhau nên dẫn đến nhiều khó khăn trong công tác quản lý sử dụng đất. Công tác quy hoạch sử dụng đất chậm, thiếu, chưa đồng bộ và chất lượng chưa cao, chưa lập được quy hoạch phát triển kinh tế xã hội và các quy hoạch ngành; định hướng chưa rõ, tầm nhìn chưa xa dể bị lạc hậu làm ảnh hưởng rất lớn đến quản lý và đầu tư cơ sở hạ tầng, kinh tế, xã hội. Một số địa phương, tổ chức, cá nhân chưa thật sự coi trọng hiệu quả sử dụng đất dẫn đến sử dụng đất một cách tùy tiện, lãng phí, vi phạm quy hoạch đã được duyệt. Nguyên nhân của những tồn tại trên là do công tác quản lý còn lỏng lẻo đồng thời ý thức của người sử dụng đất chưa cao, chưa chấp hành nghiêm chỉnh Luật Đất đai.
Để khắc phục trình trạng này, đối với Nhà nước cần coi trọng công tác quản lý, tăng cường công tác thanh tra, kiểm tra, tăng cường hơn nữa việc xây dựng và quản lý quy hoạch đã được duyệt, xử lý nghiêm những trường hợp vi phạm đồng thời làm tốt công tác tuyên truyền, phổ biến pháp luật, nâng cao nhận thức và thực thi pháp luật của các cấp, các ngành. Người sử dụng đất tiến tới giảm dần các vi phạm về đất đai, môi trường, phục vụ có hiệu quả sự nghiệp công nghiệp hóa, hiện đại hóa.
