Lương thực, thực phẩm luôn luôn là một trong những vấn đề quan trọng nhất đặt ra trước nhân loại.
Để hoạt động sinh sống mỗi người trong chúng ta phải thu nhận các cấu tử dinh dưỡng cần thiết từ thức ăn, từ lương thực, thực phẩm (protein, glucid, lipid, vitamin, muối khoáng, các vi chất dinh dưỡng v.v…).
Do đó chất lượng thực phẩm, đặc biệt là chất lượng vệ sinh an toàn thực phẩm, là một vấn đề được cộng đồng người tiêu dùng hết sức quan tâm.
Chất lượng thực phẩm nói chung và chất lượng vệ sinh an toàn thực phẩm nói riêng không những có ảnh hưởng trực tiếp đối với sức khỏe của con người, nguồn động lực quyết định sự phát triển của toàn nhân loại mà còn có liên quan mật thiết đối với sự phồn vinh của nền kinh tế và sự hưng thịnh của các hoạt động thương mại, văn hóa, đối với nền an ninh chính trị xã hội và đối với sự trường tồn của giống nòi, của một dân tộc, của một quốc gia.
Ngày nay các loại thực phẩm luôn luôn phải an toàn, cân bằng dinh dưỡng và đáp ứng các đòi hỏi về cảm quan của người tiêu dùng cũng như phải đáp ứng ngày càng cao các lợi ích nhằm thoả mãn những nhu cầu vốn được kiến tạo nên bởi sự thay đổi phong cách sống của người tiêu dùng. Nói một cách khác, các loại thực phẩm ngày nay phải đáp ứng bốn yếu tố thiết yếu sau đây: sức khoẻ, hợp khẩu vị, an toàn và thuận tiện.
Bước vào thế kỷ 21, trong cuộc Cách mạng về dinh dưỡng, nhân loại đều mong muốn có một cuộc sống hạnh phúc với một chế độ dinh dưỡng tốt hơn để được sống lâu hơn. Ngày nay, so với một thế kỷ trước đây, người ta có thể hy vọng sống lâu hơn hàng chục năm.
Theo Tổ chức Y tế Thế giới, lương thực, thực phẩm chính là nguyên nhân đã gây ra khoảng 50% các trường hợp tử vong đối với con người trên toàn thế giới hiện nay.
Ngay đối với các nước phát triển, việc ngộ độc do lương thực, thực phẩm luôn luôn là vấn đề bức xúc và hết sức gay cấn. Ở Việt Nam, theo tài liệu của Cục Quản lý chất lượng vệ sinh an toàn thực phẩm của Bộ Y tế, số lượng các vụ ngộ độc thực phẩm cũng như số người bị nhiễm độc thực phẩm còn khá cao, đặc biệt là các trường hợp mắc bệnh nhiễm trùng bởi thực phẩm. Theo số liệu mới nhất từ Tổng cục Thống kê, tính từ đầu năm đến nay, trên địa bàn cả nước đã xảy ra 98 vụ ngộ độc thực phẩm làm 4.600 người bị ngộ độc, trong đó 16 người tử vong.
Trong xu thế hội nhập và toàn cầu hóa, việc sản xuất và chế biến các loại thực phẩm có chất lượng cao, đặc biệt là chất lượng vệ sinh an toàn thực phẩm, đồng thời đáp ứng đầy đủ sở thích của người tiêu dùng là một yêu cầu có tính chất sống còn của nền kinh tế. Điều này càng trở nên bức bách hơn khi chúng ta phải thực hiện thỏa thuận AFTA và khi Việt Nam đã trở thành thành viên chính thức của WTO.
Trong lộ trình hội nhập với sự cạnh tranh hết sức khốc liệt của nền kinh tế thị trường, chất lượng các hàng hóa nói chung và chất lượng các loại thực phẩm nói riêng, đặc biệt là chất lượng vệ sinh an toàn thực phẩm, lại càng có một vai trò hết sức quan trọng và có một ý nghĩa quyết định trong sự sống còn của một cơ sở hay một doanh nghiệp.
Vệ sinh an toàn thực phẩm trong cả nước nói chung và của tỉnh Trà Vinh nói riêng đang tạo nhiều lo lắng cho người dân. Thực chất, nhiều sự kiện như việc tiếp tục sử dụng những hoá chất cấm dùng trong nuôi trồng, chế biến nông thủy sản, thực phẩm, việc sản xuất một số sản phẩm kém chất lượng hoặc do quy trình chế biến hoặc do nhiễm độc từ môi trường, đang gây ảnh hưởng xấu đến xuất khẩu và tiêu dùng. Các vụ ngộ độc thực phẩm do một số bếp ăn tập thể cung cấp, nhiều thông tin liên tục về tình hình ATVSTP ở một vài nước trên thế giới, cộng thêm dịch cúm gia cầm tái phát, bệnh heo tai xanh ở một số nơi trên đất nước càng làm bùng lên sự lo âu của mọi người chúng ta.
