Về tình hình ứng dụng công nghệ thông tin trong quản lý, khai thác hạ tầng, đảm bảo trật tự an toàn giao thông tại thành phố Hồ Chí Minh.

I. Hiện trạng hệ thống điều khiển giao thông trên địa bàn thành phố:
Hệ thống điều khiển giao thông trên địa bàn thành phố hiện nay gồm 03 hệ thống chính: hệ thống đèn tín hiệu giao thông, hệ thống camera giao thông và hệ thống bảng thông tin giao thông điện tử; các hệ thống điều khiển giao thông một số đã được Sở GTVT tích hợp kết nối về quản lý tập trung tại Trung tâm điều khiển giao thông đặt tại Trung tâm Quản lý đường hầm sông Sài Gòn.
1. Trung tâm điều khiển giao thông đặt tại Trung tâm Quản lý đường hầm sông Sài Gòn:
Trung tâm điều khiển thuộc Trung tâm Quản lý đường hầm sông Sài Gòn đặt tại số 02 Mai Chí Thọ, Quận 2 được đầu tư từ Dự án Đại lộ Đông Tây năm 2010 và được phân cấp cho Sở Giao thông vận tải quản lý.
Hiện nay, Trung tâm Quản lý đường hầm sông Sài Gòn với diện tích khai thác khoảng 400m2 hoạt động 24/24h với các trang thiết bị bao gồm:
- Hệ thống 15 màn hình quan sát LCD 42 inch và 10 màn hình tường DLP chuyên dụng dùng để phục vụ quản lý và giám sát giao thông;
- Hệ thống máy tính điều khiển chuyên dụng cho từng hệ thống như điều khiển thông tin trên tuyến, điều khiển bảng thông tin giao thông điện tử, điều khiển theo dõi đèn tín hiệu giao thông, phục vụ tiếp nhận thông tin đường dây nóng về sự cố hạ tầng, phục vụ giám sát camera giao thông;
- Hệ thống server lưu trữ dữ liệu và nguồn điện cấp phát liên tục (có dự phòng) đảm bảo cho việc vận hành an toàn, liên tục và ổn định của Trung tâm;
- Trung tâm điều khiển luôn đảm bảo số lượng nhân sự vận hành hệ thống 24/24h.
2. Hệ thống đèn tín hiệu giao thông (đèn THGT): 841 chốt đèn bao gồm các hệ thống đèn THGT đầu tư từ các dự án ODA của Pháp và Ngân hàng Thế giới (166 chốt đèn), hệ thống đèn THGT đầu tư từ dự án Đại lộ Đông Tây (25 chốt đèn) và hệ thống đèn THGT sử dụng công nghệ trong nước (650 chốt đèn).
- Hiện nay, hầu hết các chốt đèn THGT trên địa bàn thành phố đều hoạt động ở chế độ độc lập, điều khiển thủ công trực tiếp tại các tủ nên chưa thực hiện xây dựng được các chương trình điều khiển đèn THGT từ Trung tâm theo tình hình giao thông thực tế.
3. Hệ thống camera giao thông:
Hiện nay, hệ thống camera giám sát giao thông được kết nối về Trung tâm điều khiển giao thông đặt tại Trung tâm Quản lý đường hầm sông Sài Gòn trực thuộc Sở Giao thông vận tải có tổng cộng 369 camera. Trong đó, bao gồm 2 hệ thống chính (1) Hệ thống camera giám sát giao thông do Sở Giao thông vận tải trực tiếp quản lý (159 camera tập trung trên tuyến đường Võ Văn Kiệt – Hầm vượt sông Sài Gòn – Mai Chí Thọ; các khu vực trọng điểm có tình hình giao thông phức tạp như đường ra vào Cảng Cát Lái, khu vực sân bay…; tuyến đường Nguyễn Huệ và khu vực Trạm kiểm tra tải trọng xe) (2) Hệ thống camera giám sát giao thông do các đơn vị khác đầu tư và được kết nối về Trung tâm điều khiển (210 camera kết nối từ hệ thống của Kênh VOV, Công ty Phú Mỹ Hưng, Công ty Thoát nước đô thị…).

- Ngoài ra, Sở Giao thông vận tải đã triển khai lắp đặt camera giám sát trên xe buýt. Tính đến nay, đã lắp đặt tổng cộng camera giám sát trên 1.014 /2.685 xe buýt trên địa bàn Thành phố. Hệ thống camera này phục vụ giám sát hoạt động và chất lượng cung cấp dịch vụ trên xe buýt.
4. Hệ thống bảng thông tin giao thông điện tử (VMS):
- Nằm trong kế hoạch triển khai các giải pháp cấp bách của thành phố nhằm kéo giảm ùn tắc giao thông và tai nạn giao thông. Từ năm 2012, Sở Giao thông vận tải cũng đã đầu tư hệ thống bảng thông tin giao thông điện tử nhăm mục đích cung cấp thông tin giao thông cho người dân. Đây được xem là ứng dụng cung cấp thông tin giao thông trực tuyến theo thời gian thực đầu tiên cho xe 02 bánh được triển khai tại Việt Nam. Đến nay, trên địa bàn Thành phố Hồ Chí Minh đã có 53 bảng thông tin giao thông điện tử đang hoạt động. Các bảng thông tin giao thông điện tử được lắp đặt trên các tuyến đường trọng điểm, trục giao thông chính và các khu vực có tình hình giao thông phức tạp như: đường Võ Văn Kiệt, Trường Chinh, Hoàng Văn Thụ, Nam Kỳ Khởi Nghĩa, Nguyễn Văn Trỗi, Võ Thị Sáu, Điện Biên Phủ, Ba Tháng Hai, Nguyễn Thị Minh Khai, Quốc lộ 1, Xa lộ Hà Nội…
- Toàn bộ các bảng thông tin giao thông điện tử được đầu tư trên địa bàn Thành phố đều được kết nối tập trung về Trung tâm điều khiển giao thông đặt tại Trung tâm Quản lý đường hầm sông Sài Gòn trực thuộc Sở Giao thông vận tải và được quản lý, vận hành liên tục 24h / 7ngày trong tuần. Các thông tin được cung cấp trên các bảng thông tin giao thông điện tử bao gồm thông tin về tuyên truyền giao thông và thông tin về tình hình giao thông theo thời gian thực giúp nắm bắt một cách kịp thời và lựa chọn lộ trình giao thông phù hợp, hạn chế đi qua khu vực đang có mật độ giao thông cao hoặc đang xảy ra ùn tắc giao thông vào các giờ cao điểm, góp phần kéo giảm ùn tắc giao thông.
