Trong bối cảnh thực tế khó khăn hiện nay (cung vượt cầu, giá đất hiếm rất thấp, trong nước không có nhu cầu), chủ yếu phải dựa vào hợp tác khai thác, chế biến và tiêu thụ với đối tác… Vì vậy tiến độ khai thác và chế biến đất hiếm khó thực hiện được như tiến độ đề ra trong quy hoạch bởi những lý do như: chi phí sản xuất, chế biến đất hiếm tại Việt Nam cao hơn một số nơi khác do hạ tầng cơ sở thấp kém, sản lượng thấp (do thị trường). Tuy là nguyên liệu hiếm nhưng thị trường đất hiếm rất nhỏ bé, chỉ các quốc gia có nền công nghiệp phát triển có nhu cầu sử dụng. Ngoài ra, khai thác, chế biến đất hiếm chứa đựng nguy cơ ô nhiễm hóa chất và ô nhiễm phóng xạ từ đất hiếm... Để phát triển bền vững ngành công nghiệp đất hiếm cần giải quyết hài hòa và triệt để bài toán hiệu quả kinh tế và bảo vệ môi trường
