Tổ chức thực hiện:
1. Phòng văn hóa và thông tin:
- Chủ trì xây dựng kế hoạch, kịch bản tổng thể và kế hoạch, kịch bản chi tiết Lễ hội, phối hợp với phòng Nội Vụ tham mưu cho Ủy ban nhân dân thành lập Ban chỉ đạo, các tiểu ban, chuẩn bị nội dung tuyên bố lý do, giới thiệu đại biểu, diễn văn khai mạc, bế mạc Lễ hội. Là cơ quan Thường trực Ban chỉ đạo Lễ hội, có trách nhiệm đôn đốc các thành viên Ban chỉ đạo, các tiểu ban, các cơ quan, đoàn thể, xã, thực hiện các nội dung đã được ban chỉ đạo Lễ hội phân công. Thường xuyên báo cáo Ủy ban nhân dân về tiến độ thực hiện các nội dung theo kế hoạch.
2. Ủy ban nhân dân các xã
- Tập trung chỉ đạo việc chuẩn bị các nội dung về hoạt động văn hóa, thể dục thể thao tham gia tại Lễ hội, khai thác các tiềm năng thế mạnh của địa phương về văn hóa, các sản phẩm kinh tế đặc trưng để tham gia trưng bày,giới thiệu, trao đổi, mua bán tại Lễ hội. Xây dựng phương án trang trí trại và tổ chức các hoạt động văn hóa, kinh tế tại trại của các xã, phường.
- Xây dựng chương trình, tổ chức luyện tập các tiết mục văn nghệ tham gia hội diễn văn nghệ quần chúng cấp thành phố đảm bảo nâng cao về chất lượng nghệ thuật, phong phú về nội dung làm nhân tố tham gia chương trình văn nghệ phục vụ Lễ hội. Đăng ký và tổ chức luyện tập các môn thể thao tham gia hội thi thể thao.

4. Ủy ban nhân dân xã Co Loa
- Phối hợp với ban quản lý di tích và các đơn vị liên quan chuẩn bị các điều kiện về cơ sở vật chất, trang phục, lễ phục …, chủ trì thực hiện phần Lễ tế dân gian, lễ rước, lễ dâng hương, và một số nội dung phục vụ lễ khai mạc và lễ tổng kết...
- Huy động nhân dân tham gia tổng vệ sinh trên toàn địa bàn trước và trong thời điểm diễn ra Lễ hội.
- Phối hợp với Ban quản lý di tích, phòng Văn hóa, Trung tâm văn hóa và các đơn vị chức năng tổ chức tốt phần Lễ; phối hợp chặt chẽ với Công an thành phố bố trí vị trí trông giữ các phương tiện giao thông, tổ chức các trò chơi và đảm bảo trật tự an ninh phục vụ Lễ hội.
5. Phòng Nội Vụ và phòng lao động thương binh xã hội:
- Tham mưu cho Ủy ban nhân thành phố ra QĐ thành lập Ban chỉ đạo và các tiểu ban phục vụ Lễ hội, hoàn thành trước 10/12/2015.
- Huy động, đôn đốc lượng lượng cán bộ và nhân dân các xã, phường tham gia Lễ hội.

11.Công an thành phố: Chủ trì, phối hợp với ban quản lý di tích, phường Lào Cai xây dựng kế hoạch, phương án bố trí lực lượng đảm bảo an toàn giao thông, trông giữ phương tiện và đảm bảo trật tự an ninh trong suốt thời gian diễn ra Lễ hội.

15. Đài truyền hình Hà Nội
- Thông báo trên đài phát thanh và truyền hình thành phố về thời gian, địa điểm, chương trình Lễ hội.

17- Đề nghị hội văn học nghệ thuật tỉnh chủ trì phối hợp với Ủy ban nhân dân thành phố tổ chức đêm thơ nguyên tiêu gắn với trình diễn các làn điệu dân ca theo kế hoạch.
18- Đề nghị Công ty Môi trường đô thị:
Chỉnh trang vườn hoa cây cảnh trong khu di tích đền thượng và trên địa bàn toàn thành phố, chuẩn bị các điều kiện để đại biểu trồng cây tại vườn thủy vĩ, đảm bảo vệ sinh môi trường trên địa bàn và trong khu vực lễ hội.
19. Các tiểu ban Lễ hội:
