Ký kết hợp đồng nhân sự, trực tiếp phê duyệt các báo cáo, các văn bản và hợp đồng. Ra quyết định đối với cấp dưới và tuyển dụng,thực hiện chính sách đối với người lao động.
Thực hiện công việc về lĩnh vực pháp chế, lưu trữ văn thư, hành chính, xây dựng về chiến lược, chính sách nhân sự, phát triển nguồn nhân lực.
Xây dựng các định mức kinh tế kỹ thuật, tiêu chuẩn sản phẩm, đơn giá, tiền lương phù hợp với quy định của nhà nước.
