Quy chế tài chính nội bộ quy định, trình tự ghi nhận doanh thu, chi phí, thẩm quyền phê duyệt đầu tư, điều chuyển, thanh lý, kế độ kế toán, kiểm toán…minh bạch và công khai trong quá trình thực hiện làm tăng tính hiệu quả của công tác quản lý, sử dụng tài sản cố định.
