Đổi mới quản lý kinh tế bắt đầu từ năm 1986; tuy nhiên, đối với các nông, lâm trường, sự chuyển biến thực sự bắt đầu từ khi thực hiện đăng ký và sắp xếp lại các Doanh nghiệp nhà nước theo Nghị định số 388/HĐBT (1991) . Đây là thời kỳ cơ chế quản lý kinh tế đổi mới, chuyển từ kế hoạch hóa tập trung, Nhà nước bao cấp sang cơ chế hạch toán kinh doanh. Các Doanh nghiệp nhà nước được giao đất đai, vốn, trang thiết bị và bộ máy nhân sự sẵn có nhưng thực hiện hạch toán kinh doanh độc lập, từng bước chủ động về nguồn vốn, trang thiết bị và cơ sở hạ tầng kỹ thuật, định hướng sản xuất, thị trường; tự trang trải chi phí và lương cho người lao động; đóng góp cho Ngân sách nhà nước bằng thuế và lợi nhuận kinh doanh.
