Công tác tổ chức thu ngân sách xã cần phân loại và phân cấp làm 4 loại:
+ Loại thuế, phí do cán bộ thuế thu hoặc ủy quyền cho cán bộ xã thu nhưng chứng từ do Bộ Tài Chính phát hành.
+ Loại thu của NS xã do cán bộ xã thu sử dụng chứng từ biên lai của NS xã.
+ Loại do hợp tác xã thu trực tiếp và sử dụng chứng từ của hợp tác xã.
+ Loại thu đóng góp: Tổ chức nào đứng ra tuyên góp thì tổ chức đó thu. Trên cơ sở phân loại các khoản thu thực hiện lập sổ thu đến từng hộ phản ánh đầy đủ các khoản phải thu nép, đóng góp của từng hộ dân, số đã nép, số còn phải tính toán của từng khoản thu.
