- Đơn vị nộp đơn: Theo Giáo sư,Trường Đại học Luật Hà Nội sẽ đại diện cho các thành viên còn lại nộp đơn. Thông thường trường nộp đơn phải có kinh nghiệm và Giáo sư tin rằng Trường Đại học Luật Hà Nội sẽ chứng minh được năng lực của mình ngoài ra đơn vị nộp đơn sẽ có vị thế lớn hơn so với các thành viên còn lại trong nhóm.
- Thời hạn nộp đơn: Cuối tháng 2/2017. Nếu thành công thì cuối năm 2017 sẽ bắt đầu thực hiện dự án. Thời gian dự án kéo dài 03 năm.
