Nhận thức được tầm quan trọng của việc tham gia Nghị định thư bổ sung, ngày 12 tháng 2 năm 2014, Chính phủ đã ban hành Nghị quyết số 10/NQ-CP về việc gia nhập Nghị định thư bổ sung và giao Bộ Tài nguyên và Môi trường chủ trì, phối hợp với các cơ quan liên quan triển khai thực hiện Nghị định thư bổ sung tại Việt Nam và xây dựng Nghị định quy định các nội dung quy định về nghĩa vụ pháp lý và bồi thường thiệt hại trong lĩnh vực an toàn sinh học đối với sinh vật biến đổi gen trình Chính phủ xem xét, quyết định. Để thực hiện các nhiệm vụ nêu trên, Bộ Tài nguyên và Môi trường cần tiến hành nghiên cứu, phân tích kinh nghiệm quốc tế và rà soát, đánh giá các quy định có liên quan trong nước nhằm đề xuất các nội dung quy định về nghĩa vụ pháp lý và bồi thường thiệt hại trong lĩnh vực an toàn sinh học đối với sinh vật biến đổi gen phù hợp với thực tiễn quản lý trong điều kiện của Việt Nam.

Aware of the importance of engaging additional protocol, on 12 February 2014, the Government has issued resolution No. 10/NQ-CP on joining the additional protocol and the Ministry of natural resources and the environment, in cooperation with the relevant bodies to implement the additional protocol in Vietnam and building Decree regulated the content of the provisions on liability and compensation for damage in the fields of biosafety with respect to genetically modified organisms, the Government reviewed the decision. To perform the above tasks, the Ministry of environment and resources needed to conduct research, analyze international experience and scrutinize, reviews the relevant regulations in the country to propose the content of the regulations on liability and compensation for damage in the fields of biosafety with respect to genetically modified organisms with suitable management practices in terms of of Vietnam.

Recognizing the importance of engaging Additional Protocol, February 12, 2014, the Government issued Resolution No. 10 / NQ-CP on joining the additional protocol and assigned the Ministry of Natural Resources and Environment shall coordinate with the concerned agencies in implementing the additional Protocol in Vietnam and built a decree of the provisions on liability and compensation for damage in the biosecurity for genetically modified organisms submitted to the Government for consideration and decision. To accomplish the tasks mentioned above, the Ministry of Natural Resources and Environment should conduct research and analysis of international experience and review and evaluation of regulations related to the proposed local content rules liability and compensation for damage in the field of biosafety for genetically modified organisms in line with management practices in the context of Vietnam.
