Nhiều vi phạm về môi trường chưa được xử lý kịp thời, đủ sức dăn đe. Quá trình phát triển kinh tế và những vi phạm về môi trường đã tác động tiêu cực đến trữ lượng, chất lượng nước mặt, nước ngầm, suy thoái chất lượng không khí, gia tăng chất thải sinh hoạt, công nghiệp, y tế.
