In my opinion, to make a good manager must have the qualities like confidence, communication skills and perform highly specialized.
The managers need to have a certain confidence to be able to manage staff management, it can make the first steps to make work better. On the other hand, the management should also have behavior and ability to communicate well, it requires subtlety, flexibility and knowledge as well as the social experience of the managers. Finally, most importantly, management must have the professional skills to manage staff. They always catch the important information as well as general knowledge about the business, legal, political ... to make the most rational strategy for the company.
