Mục tiêu của đề tài:
Thực hiện đề tài này, trước hết, nhóm chúng tôi mong muốn đưa ra một khái niệm tổng quanvề Whistle-blower, một khái niệm mà theo như chúng tôi, vẫn chưa có một thuật ngữ tương đương trong Tiếng Việt.
Quan trọng hơnhết, thông qua đề tài nghiên cứu của mình, nhóm chúng tôi mong rằng những nghiên cứu, phân tích này sẽ góp phần tích cực vào việc xây dựng pháp luật Đối tượng nghiên cứu: Whistle-blower (tạm dịch là: người tố cáo nội bộ).

Những người như thế nào được gọi là Whislte-blower?
Thực trạng về các whistle blower ở Việt Nam và một số nước trên thế giới?
Luật pháp Việt Nam đã có những qui định về bảo vệ quyền và lợi ích hợp pháp của các whistle-blower hay chưa? Whistle-blower ở các nước được bảo vệ quyền lợi như thế nào?
Phạm vi nghiên cứu: Whistle-blower ở Việt Nam trong mối liên hệ so sánh với whistle-blower ở một số nước trên thế giới.
