• Tiếp nhận vốn đầu tư, ủy thác của các tổ chức trong và ngoài nước
• Cho vay ngắn hạn, trung hạn bằng VNĐ đối với các thành phần kinh tế Việt Nam, bằng ngoại tệ đối với các tổ chức kinh tế Việt Nam phù hợp với tính chất và khả năng nguồn vốn
• Chiết khấu thương phiếu, trái phiếu và giấy tờ có giá phù hợp với tính chất và đặc điểm của ngân hàng.
• Thực hiện các nghiệp vụ thanh toán bằng VNĐ giữa các khách hàng
• Thực hiện các nghiệp vụ thanh toán quốc tế, chuyển và chi trả ngoại tệ trong nước và nước ngoài bao gồm cả thu hút và chi trả kiều hối, mua và bán ngoại tệ với các tổ chức kinh tế Việt Nam và nước ngoài, với các công dân Việt Nam và người nước ngoài phù hợp với chế độ quản lý ngoại hối của Nhà nước Việt Nam
