Trong mắt Ha-ba-cúc, Giu-đa không còn là dân tộc kính sợ Đức Chúa Trời nữa. Nó đã trở thành một dân nơi mà luật pháp bị tê liệt, nơi mà công lý không còn phổ biến và nơi mà kẻ gian ác vây hãm người công bình. Vị tiên tri đã liệt kê những tội lỗi của Giu-đa và khẩn nài với Đức Chúa Trời, Đấng đã không đáp lời kêu cầu của ông, để khẳng định quyền tối thượng oai nghi và công chính của Đức Chúa Trời (c.1-4).
