Chính phủ phải có những biện pháp nhằm nâng cao hệ thống cơ sở hạ tầng kỹ thuật để đáp ứng cho sự phát triển của công nghệ ngân hàng ứng dụng trong hoạt động thanh toán bằng cách tiếp tục đầu tư mạnh mẽ vào lĩnh vực cơ sở hạ tầng, công nghệ viễn thông, đồng thời khuyến khích, thu hút các nguồn vốn khác đầu tư vào lĩnh vực này. Có như vậy hạ tầng kỹ thuật mới theo kịp và đáp ứng tốt cho sự phát triển thanh toán bằng thẻ trong cuộc sống.
Bên cạnh đó, Chính phủ nên xem xét, hỗ trợ các ngân hàng như giảm thuế nhập khẩu máy móc phục vụ cho hoạt động thẻ, tạo điều kiện thành lập các cơ sở , nhà máy sản xuất máy móc linh kiện thay thế cho các thiết bị như ATM, POS…nhằm giảm giá thành, giúp ngân hàng có khả năng tự trang bị và mở rộng mạng lưới thanh toán nhiều hơn nữa.

Government must take steps to improve the system of technical infrastructure to respond to the development of banking technologies applied in payment operations by continuing strong investment in infrastructure sector, telecommunications technologies, while encouraging, attracting other sources of capital to invest in this field. There is such a technical infrastructure to keep up with and responsive to the development of card payments in your life.
Besides, the Government should consider and support the banks as reduced import duty machinery service for card operation, facilitating the establishment of facilities, factory machinery and spare parts for devices such as ATM, POS ... to reduce costs and help banks to be able to equip and expand payment network more.
