Một nội dung quan trọng và được người dân tham gia rất hứng thú trong cuộc họp này là việc lựa chọn các vấn đề ưu tiên cần được giải quyết trước. Bằng phương pháp động não, mỗi người dân sẽ tự liệt kê các vấn đề ở cộng đồng mà họ muốn được giải quyết ngay. Sau đó các vấn đề này được tổng hợp thành danh sách trong đó mỗi vấn đề chỉ xuất hiện một lần. Các thành viên tham dự cuộc họp sẽ cho điểm các vấn đề (vấn đề nào bức xúc hơn sẽ được cho điểm cao hơn). Việc cộng điểm và xếp thứ tự ưu tiên các vấn đề căn cứ vào tổng số điểm được tiến hành công khai. Dựa vào danh sách thứ tự ưu tiên này và biết được số ngân sách tối đa được dự án hỗ trợ, kết hợp với phân tích khả năng huy động nội lực và từ các nguồn khác (chính quyền, doanh nghiệp, cá nhân…), người dân sẽ chọn ra từ ba đến năm vấn đề họ sẽ giải quyết trước thông qua các tiểu dự án.
