Ngày 22/06/2016 chúng tôi đã lập Hồ sơ hoàn thuế của Quý Công ty cho kỳ hoàn thuế từ tháng 08/2015 đến tháng 05/2016 và gửi lên Cục thuế thành phố Hải Phòng.
Trong khoảng thời gian từ 22/06/2016 đến nay, chúng tôi đã 3 lần tiến hành giải trình và bổ sung tài liệu, hồ sơ liên quan đến hồ sơ hoàn thuế theo yêu cầu của Cơ quan thuế. Tính đến thời điểm hiện tại, Cơ quan thuế chưa có thêm yêu cầu bổ sung thông tin tài liệu liên quan đến Hồ sơ hoàn thuế. Hồ sơ hoàn thuế đã được chuyển lên Trưởng phòng kê khai và kế toán thuế để tiến hành xét duyệt.
Việc hồ sơ hoàn thuế được xét duyệt chậm hơn so với những hồ sơ trước được xác định do một số nguyên nhân khách quan sau:
- Căn cứ theo Công văn số 13822/BTC-TCT ngày 02/10/2015 của Bộ Tài Chính về việc quản lý quy định về chi hoàn thuế GTGT. Theo đó, Bộ Tài Chính đang tiến hành rà soát phân loại hồ sơ hoàn thuế nên thời gian sẽ kéo dài hơn trước để đảm bảo ngân sách Nhà Nước đối với khoản chi hoàn thuế GTGT, quy trình xét duyệt bộ hồ sơ hoàn thuế sẽ được chuyển giao lên nhiều cấp bậc soát xét khác so với trước kia.
- Hồ sơ hoàn thuế hiện tại đang được đưa lên Trường phòng phòng kê khai và kế toán thuế xét duyệt. Tuy nhiên theo thông báo của người phụ trách quản lý Hồ sơ hoàn thuế do quy trình xét duyệt cần nhiều thời gian hơn trước nên vẫn còn nhiều hồ sơ hoàn thuế gửi trước hồ sơ của công ty TNHH Winel Việt Nam đang chờ xử lý.
Chúng tôi đã cố gắng để việc giải quyết hồ sơ hoàn thuế nhanh nhất có thể. Tuy nhiên, do một số nguyên nhân khách quan nêu trên mà có thể thời gian nhận được Quyết định hoàn thuế sẽ không được như dự tính ban đầu. Chúng tôi rất mong nhận được sự cảm thông và giúp đỡ từ Quý Công ty.
