Bên cạnh mặt tích cực, việc thu hút và đào tạo nhân tài ở Đà Nẵng cũng bộc lộ nhiều hạn chế. Đó là sự chồng chéo giữa một số ngành nghề đang đưa học viên đi đào tạo và người thuộc diện thu hút, dẫn đến khó khăn khi bố trí công việc. Một số nhân tài thiếu động lực và ý chí làm việc, chưa khiêm tốn…

Công việc bố trí cho nguồn nhân lực chất lượng cao chưa hợp lý, khiến nhiều người chưa sử dụng hết năng lực gây lãng phí chất xám. Nhiều nhân tài vẫn chưa được vào biên chế. Môi trường làm việc không được như kỳ vọng.
