Sự có mặt của bộ đội Việt Nam ở Campuchia được chỉ trích là “sự chiếm đóng quân sự”. Trong thực tế, quân đội việt nam chỉ có duy nhất một mục đích là giúp campuchia thoát khỏi quân Pol Pot.
