A key assessment task for this course is a written assignment. This assignment will be undertaken in groups of 4 students who will work collaboratively to critically review papers which have been grouped together by topic (see page 9) and deliver a writtenreport & ppt presentation. Only one group may do each topic and these will be allocated on a first come first served basis. Depending on which Topic group is selected, each group will write a report on either:a) An issue or issues that face benefit cost analysts; b) A valuation method that is used in a benefit cost analysis; orc) Issues that face valuation methods used in benefit cost analysis. Students should summarise what is important regarding the issue or methods they are presenting, and should be clear, critical and analytical in their report. As a guideline, write your report with the following in mind: your "reader" is a person who knows economics, but seeks information about the issue or the study you are presenting.In particular your report should:a) Identify the key issue/issues or method that is discussed in your group of papers. What is the issue/the method/the problem? b) Provide a theoretical discussion of the issue or method either from your textbook, lectures or other third party source (ie. not the papers). From a theoretical perspective, why is it an issue or why is it necessary that we investigate or understand it?c) Provide an overview of what the authors of each of the papers have discussed, presented and found in their research. How do their studies and their findings relate to the theoretical discussion, the issue/the method as outlined in part b). d) Discuss the implications of the issues or the method for someone who is going to be undertaking or consecutive interpreting a BCA-What does it mean for you if you are going to do, or review, a BCA?e) Provide some recommendations for accommodating the issues or using the methods in a BCA so that the BCA is robust and reliable. How can you ensure that you best use the method, or minimise the impact of the issues, when undertaking a BCA?The report should be between 1.500-2.200 words (excluding references but including an abstract of approximately 200 words)The paper must conform (eg. in its referencing) to the style used in the Australian Journal of Agricultural and Resource Economics. The report should flow and not simply be the pasting together of four separately authored sections.
