Trong bối cảnh hội nhập và phát triển toàn cầu hiện nay, Việt Nam với vị trí là một quốc gia đang phát triển, việc nhận trợ cấp từ nước ngoài để phát triển kinh tế còn lạc hậu là một giải pháp thiết yếu của Việt Nam. Nền kinh tế Việt Nam đã thu được những kết quả đáng khả quan như tốc độ tăng trưởng nhanh, lạm phát ở mức có thể kiểm soát được và để duy trì tốc độ tăng trưởng như vậy thì nhu cầu về vốn đầu tư là rất lớn. Trong khi đó, tình hình hiện tại của nước ta không đủ đáp ứng nhu cầu về vốn này. Vì vậy, nguồn vốn đầu tư nước ngoài nói chung và nguồn vốn hỗ trợ phát triển chính thức (ODA) nói riêng là rất quan trọng.
