TÍNH CẦN THIẾT CỦA ĐỀ TÀI:
Trong những năm qua, TP. Hồ Chí Minh đã có những bước phát triển nhanh chóng về kinh tế, xã hội và đời sống nhân dân. Đặc biệt có nhiều dự án phát triển đô thị và sự hình thành 7 quận mới và các khu công nghiệp trên các quận, huyện đã làm thay đổi đáng kể nội dung điều chỉnh quy hoạch chung đã được Thủ tướng Chính phủ phê duyệt.
Tình hình thực hiện kế hoạch phát triển cấp nước đô thị theo Quyết định của Thủ tướng Chính phủ phê duyệt Quy hoạch tổng thể hệ thống cấp nước đến năm 2010 và định hướng phát triển đến năm 2025 đã bộc lộ nhiều điểm thay đổi như sau:
- Về tiêu chuẩn cấp nước cần được nghiên cứu và đánh giá lại để có tiêu chuẩn thích hợp về nhu cầu dùng nước, về chất lượng nước sau xử lý để phù hợp với từng giai đoạn phát triển của Thành phố.
- Nhu cầu dùng nước tăng ở một số khu vực do tốc độ phát triển đô thị và công nghiệp tại đó nhanh hơn dự kiến.
- Xem xét điều chỉnh lại Quy mô và kế hoạch phát triển công suất các nhà máy nước cho phù hợp nhu cầu chung của thành phố và phù hợp quy hoạch phát triển từng khu vực, đặc biệt phải kết hợp đồng bộ giữa phát triển công suất và phát triển mạng lưới sao cho hợp lý.
- Về mạng lưới cấp nước cũng thay đổi, đặc biệt là tính toán quy hoạch lại mạng truyền tải (do vị trí, quy mô công suất các nhà máy nước đã khác so với quy hoạch trước đây), ngoài ra cần có quy hoạch định hướng phát triển mạng lưới dài hạn cho tới năm 2025.
- Giai đoạn của Quy hoạch cấp nước trước đây đến năm 2010 thời gian còn lại rất ngắn, hơn nữa không phù hợp với giai đoạn quy hoạch chung xây dựng Thành phố đến năm 2025. Hiện tại, quy hoạch chung xây dựng Thành phố cũng đang được điều chỉnh lại phù hợp cho đến năm 2050.

Chính vì vậy đề tài ra đời để giải quyết và đưa ra giải pháp căn cơ kịp thời cho tương lai cấp nước TP đến năm 2050.
