2.2 Hiệp định khung về Dịch vụ ASEAN (AFAS)
Hiệp định Khung về Dịch vụ của ASEAN (AFAS) được ký năm 1995 và Nghị định thư sửa đổi AFAS ký năm 2003 nhằm điều chỉnh hoạt động cung cấp dịch vụ giữa các nước ASEAN. Nội dung của AFAS tương tự Hiệp định Chung về Thương mại Dịch vụ của WTO .
Mục tiêu của hiệp định có thể tóm gọn trong 3 nội dung .
- Tăng cường hợp tác trong lĩnh vực dịch vụ giữa các quốc gia Thành viên nhằm nâng cao tính hiệu quả và cạnh tranh, đa dạng hóa năng lực sản xuất, cung cấp và phân phối dịch vụ của các nhà cung cấp dịch vụ trong và ngoài ASEAN;
- Xóa bỏ đáng kể các hạn chế đối với thương mại dịch vụ giữa các Quốc gia Thành viên;
- Tự do hóa thương mại dịch vụ bằng cách mở rộng chiều sâu và phạm vị tự do hóa vượt trên các cam kết mà các Quốc gia Thành viên đã cam kết tại GATS với mục đích thực hiện một khu vực thương mại tự do về dịch vụ.

The objective of the Treaty can be summarized in 3 content.-To strengthen cooperation in the field of services between the Member States in order to enhance the efficiency and competitiveness, diversify production, supply and distribution services of the provider of services within and outside ASEAN;-Delete the significant restrictions on trade in services between the Member States;-Liberalizing trade in services by expanding the depth and scope beyond liberalization on the commitments which the Member States have committed to in the GATS with the purpose of implementation of a free trade area on the service.

Framework Agreement on ASEAN Services (AFAS) was signed in 1995 and the Protocol amending AFAS signed in 2003 to regulate the supply of services between the ASEAN countries. Contents of similar AFAS General Agreement on Trade in Services of the WTO.
The objective of the agreement can be summed up in 3 content.
- Strengthen cooperation in the field of services between Member States in order to improve efficiency and competitiveness, diversify production capacity, supply and distribution of services of the service providers within and outside ASEAN;
- Elimination of significant restrictions on trade in services between the Member States;
- liberalization of trade in services by expanding the depth and scope of liberalization beyond the commitments which the Member States have commitments in GATS with the aim of making a commercial area free trade in services.
