Theo (Luật Bảo vệ Môi trường Việt Nam, 2005) định nghĩa ĐMC là: "việc phân tích và dự báo các tác động tiềm tàng của dự án chiến lược, quy hoạch, kế hoạch phát triển trước khi phê duyệt nhằm đảm bảo phát triển bền vững". Như vậy kết quả thẩm định báo cáo ĐTM, ĐMC là cơ sở để cơ quan thẩm quyền quyết định xét duyệt dự án hoặc chiến lược có được thực hiện hay không, hoặc đưa ra các biện pháp bắt buộc thực hiện giải quyết các tồn tại về môi trường đối với các nhà máy đã hoạt động.
