Các đơn vị tham gia khảo sát địa hình phải bố trí đủ nhân lực có kinh nghiệm và chuyên môn để thực hiện khảo sát. Tất cả phải chấp hành điều lệ, các quy định về kỹ thuật an toàn lao động và bảo hộ lao động có liên quan.
