Doanh nghiệp đầu tư vào nông nghiệp, nông thôn có ý nghĩa xã hội rất lớn
Ngày 31/3, tại Hà Nội, Bộ nông nghiệp và phát triển nông thôn(NN&PTNT) đã tổ chức diễn đàn doanh nghiệp nông nghiệp nhằm tháo gỡ vướng mắc cho doanh nghiệp (DN) trong quản lý hoạt động kinh doanh nông nghiệp.
Tại diễn đàn, nhiều doanh nghiệp đều nêu khó khăn về vấn đề tiếp cận vốn. Hiện nay, nhiều doanh nghiệp nông nghiệp không tiếp cận được các nguồn vốn của ngân hàng, nhất là các doanh nghiệp.
Về vấn đề này, ông Nguyễn Hữu Tiệp, Trưởng ban đổi mới doanh nghiệp, Bộ(NN&PTNT) thừa nhận: Hiện trên 90% các doanh nghiệp hoạt động trong lĩnh vực nông nghiệp có vốn dưới 10 tỷ đồng. Do quy mô vốn nhỏ nên nhiều doanh nghiệp gặp khó khăn trong việc mở rộng sản xuất. Bên cạnh đó, đặc điểm sản xuất, kinh doanh trong lĩnh vực nông nghiệp vốn gặp nhiều rủi ro do điều kiện tự nhiên, thị trường… nên các doanh nghiệp trong lĩnh vực nông, lâm, ngư nghiệp gặp nhiều khó khăn trong việc thu hút vốn đầu tư so với những lĩnh vực khác.
Tại diễn đàn, đại diện các doanh nghiệp nông nghiệp cũng trình bày khó khăn trong việc tiếp cận thị trường trong và ngoài nước, đào tạo nguồn nhân lực, đặc biệt là chính sách hiện hành về đất đai, mặt bằng sản xuất kinh doanh. Nhiều doanh nghiệp lâm nghiệp gặp nhiều khó khăn trong quá trình triển khai chính sách thuê đất, giao đất nhất là đất trồng cây lâu năm tại các địa phương còn khác nhau.
Các vấn đề trình bày tại diễn đàn được đại diện Bộ NN&PTNT ghi nhận để chính phủ xem xét, bổ sung những chính sách và cơ chế mới trong thời gian tới nhằm tháo gỡ khó khăn, giúp cho các doanh nghiệp vừa nhỏ thuộc lĩnh vực nông nghiệp, nông thôn có điều kiện phát triển, cũng như khuyến khích các doanh nghiệp đầu tư vào lĩnh vực này.
Thứ trưởng Bộ NN&PTNT Bùi Bá Đồng cho biết, DN đầu tư vào nông nghiệp, nông thôn tuy có ít lợi nhuận, nhưng lại có ý nghĩa xã hội rất lớn vì giải quyết việc làm cho nhiều lao động ở nông thôn. Bởi vậy, cùng với nỗ lực đưa ra chính sách ưu đãi DN, các cấp chính quyền cần đặc biệt quan tâm chỉ đạo quyết liệt trong quá trình triển khai các chính sách, để kịp thời tháo gỡ khó khăn cho DN. Theo Thứ trưởng, trong thời gian tới, để tạo đột phá trong phát triển DN nông nghiệp, ngoài chính sách khuyến khích của Nhà nước, các DN cần năng động hơn nữa trong chiến lược sản xuất kinh doanh.

According to the Deputy Minister, in the future, to create a breakthrough in the development of agricultural enterprises, in addition to incentive policies of the State, these companies need to be more proactive in production and business strategy.
