- Quy hoạch và tổ chức ngành chăn nuôi theo hướng thị trường có sự phối hợp chặt chẽ giữa các đơn vị nghiên cứu với doanh nghiệp, hiệp hội và người chăn nuôi nhằm chuyển giao giống, tiến bộ kỹ thuật, giết mổ, chế biến, bảo quản, tiêu thụ sản phẩm chăn nuôi
- Thường xuyên đào tạo nâng cao trình độ nghiệp vụ quản lý nhà nước về lĩnh vực chăn nuôi, môi trường trong chăn nuôi.
- Tăng cường công tác thanh tra, kiểm tra giống, vật tư, thức ăn chăn nuôi và công tác vệ sinh phòng dịch, xử lý chất thải chăn nuôi.
- Không ngừng hoàn thiện khung pháp lý và hệ thống cơ sở dữ liệu thống nhất quản lý nhà nước về giống, thức ăn chăn nuôi và về môi trường trong chăn nuôi trên cả nước.
