The first Congress of the United States merely 13 represent 13 States, has no right to collect taxes that can only be called financial contribution from the State (at which each State operates almost like a separate country). Congress before 1787 extremely weak, wealthy States were dominant, the small States, then turned away. To avoid the fragmented Federal Convention in 1787, was held in Connecticut to build a more powerful Parliament.The new Parliament will have the right to collect taxes, so it will become the most powerful power centre, and the State wants to have as much representation in Congress as possible. The populous States like to divide the Congressional seat by population, while the States of least-wanted to split all of the seats. Other States with large black slaves want to count black people in the population (whether the delegates was white), while the less slaves States agree count black people.So, the compromise includes 2 main terms:-Divided Congress Senate and House of representatives. Each State has two seats in the Senate, while the house divided seats according to the proportion of the population. The Senator has a 6-year term for "works with a lot of calm, computer systems, and wisdom than congressional budget feature branch." While the u.s. has a 2 year term, split seats according to population, to keep up with the demands of the population.-The number of seats in the House are divided according to population. The population is calculated by: white + 3/5 of blacks, not indigenous inhabitants. This provision is also known as "the 3/5 compromise".
