- Quản lý, thực hiện và kiểm tra công tác kỹ thuật, thi công nhằm đảm bảo tiến độ, an toàn, chất lượng, khối lượng và hiệu quả kinh tế trong toàn Công ty;

- Quản lý sử dụng, sửa chữa, mua sắm thiết bị, máy móc phục vụ hoạt động sản xuất kinh doanh trong toàn công ty.

- Xây dựng phương án thi công, phương án kỹ thuật cho các dự án, các loại thiết bị thi công, các sản phẩm khác để tổ chức thực hiện trong toàn Công ty.

- Kiểm tra, xác định khối lượng, chất lượng, quy cách vật tư, mức hao phí lao động trên cơ sở định mức kinh tế kỹ thuật được duyệt; Xây dựng phương án thi công, phương án an toàn lao động và vệ sinh môi trường đối với các công trình lớn trọng điểm; Hướng dẫn các đơn vị trực thuộc lập và duyệt phương án thi công,phương án an toàn lao động, vệ sinh môi trường đối với các công trình nhỏ.

- Phối hợp cùng với phòng Kinh doanh lập hồ sơ dự thầu các công trình Công ty tham gia đấu thầu.

- Hướng dẫn, giám sát và kiểm tra các đơn vị trực thuộc trong quá trình sản xuất về mặt kỹ thuật, chất lượng, tiến độ, an toàn lao động và máy móc thiết bị

- Hướng dẫn và cùng các đơn vị trực thuộc lập hồ sơ nghiệm thu công trình, phối hợp với chủ đầu tư nghiệm thu bàn giao công trình.

- Quản lý, bảo quản, sửa chữa, điều động thiết bị thi công trong toàn Công ty. Lập kế hoạch sửa chữa, mua sắm thiết bị máy móc hàng quý, năm. Phối hợp cùng phòng Kinh doanh, phòng Tài chính kế toán khoán quản các loại tại các đơn vị trực thuộc Công ty và các đối tác ngoài Công ty.

- Trực tiếp tổ chức thi công công trình do Giám đốc Công ty quyết định.

- Phối hợp với phòng Tổ chức hành chính xây dựng kế hoạch kiểm tra tay nghề, đào tạo, đào tạo lại, tổ chức thực hiện kế hoạch đào tạo nguồn nhân lực của Công ty.

- Nghiên cứu xây dựng kế hoạch, phương án đổi mới công nghệ, trang thiết bị đáp ứng yêu cầu sản xuất kinh doanh của Công ty. Ứng dụng các tiến bộ khoa học kỹ thuật, các sáng kiến, sáng chế vào sản xuất kinh doanh của Công ty.

- Phối hợp với các phòng ban nghiệp vụ khác để cùng hoàn thành nhiệm vụ được giao.

- Đề nghị lãnh đạo Công ty về việc khen thưởng, kỷ luật, nâng lương, nâng bậc và các quyền lợi khác đối với tập thể và các cá nhân thuộc phòng quản lý
