Theo đó, cùng một hiện tượng cá chết hàng loạt, Sở Tài nguyên và Môi trường (TN&MT) Thừa Thiên - Huế đã tiến hành khảo sát và lấy 9 mẫu nước mặt và 7 mẫu trầm tích tại khu vực đầm Lập An (gần cửa biển Lăng Cô), huyện Phú Lộc, vùng ven bờ xã Quảng Công, huyện Quảng Điền và các xã Điền Hương, Điền Hải, huyện Phong Điền để phân tích, đánh giá các thông số về môi trường. Kết luận về các thông số cho thấy: Tổng hàm lượng nitơ tính theo amoni (NH4+-N), hàm lượng kim loại nặng crôm (Cr) vượt giới hạn cho phép theo quy chuẩn kỹ thuật quốc gia về chất lượng nước biển cũng như quy chuẩn kỹ thuật quốc gia về chất lượng nước mặt. Sở này xác định: “Nguyên nhân cá biển, cá nuôi chết không phải do dịch bệnh mà do một tác nhân cực mạnh - chất độc trong môi trường nước dẫn đến sự cố cá chết hàng loạt tại tỉnh Thừa Thiên - Huế”.
