Theo thỏa thuận giữa các địa phương, lẽ ra cuộc họp này được tổ chức từ năm 2013 tại Kiên Giang, nhưng vì một số lý do không thể thực hiện được nên theo đề nghị của LH các địa phương, hôm nay chúng ta tổ chức tại đây, ngoài nội dung chương trình, hy vọng sẽ có thêm kinh nghiệm để tổ chức tốt hơn các sự kiện tương tự trong thời gian tới.
