Chúng tôi cho rằng để làm được việc đó thì phải tiến hành 1 số việc cũng như sắp xếp lại tổ chức hợp lý. Trong bản tham luận chúng tôi có đặt vấn đề về cái sửa đổi Nghị định 52 ngày 19/5/2003 về cơ cấu bộ máy ngân hàng nhà nước. Trong quá trình đổi mới hoạt động ngân hàng, Chính phủ đã ban hành nghị định 88 và nghị định 52, tuy vậy các nghị định này được xây dựng trên cơ sở Luật Ngân hàng nhà nước nên còn nhiều vấn đề cần xem xét và sửa đổi bổ sung cho phù hợp.
